School Readiness

School readiness is the preparation of children 0-5 so that when they enter school they will be able to achieve. It addresses developing physical, social, emotional and cognitive skills. Kindergarten Readiness

An important result shared by the Children's Board, parents, service providers and others is that children are ready to learn and succeed as they reach the milestone of starting kindergarten. From 2009 to 2014 the measure or indicator of choice is the "Percentage of Children Ready for Kindergarten", as assessed through two key tools – the Early Childhood Observation System (or ECHOS), and the Florida Assessments for Instruction in Reading - Kindergarten (or FAIR-K). Beginning with the 2014-2015 school year these tools were modified as FAIR-K was discontinued and ECHOS was replaced with the Work Sampling System (or WSS).

WSS performance indicators cover five domains: Personal and Social Development; Language and Literacy; Mathematical Thinking; Scientific Thinking; and Physical Development, Health, and Safety. These performance indicators are closely aligned with the Florida Early Learning and Development Standards for Four-Year Olds, and they are typically addressed and observable within the first 30 days of the kindergarten year. Teachers evaluate a student's performance in each domain with one of three rating categories:

  • Not Yet (NY): indicates that the child cannot perform this indicator, i.e., that this performance indicator represents a skill, an area of knowledge, or a specific set of behaviors or accomplishments that the child has not acquired.
  • In Process (IP): indicates that the skills, knowledge, behaviors, or accomplishments represented by this indicator are intermittent or emergent, and are not demonstrated reliably or consistently.
  • Proficient (P): indicates the child's skill, knowledge, or behavior matches the end-of-year expectations described in the rationales of the WSS developmental guidelines.

The readiness scores displayed below are the percentage of "Proficient" and "In Process" Overall WSS Status scores and evaluates the overall readiness of a student for kindergarten.

Free and Reduced Lunch Program

While school readiness is typically focused on our youngest (pre-school) children, most educators agree that all youth require good health and sound nutrition to succeed at school. This principle is reflected in the vision of the Student Nutrition Services (SNS) department of the Hillsborough County Public Schools: Healthy Meals Feeding Body and Mind... One Child at a Time. The SNS is a self-supporting agency with an $85 million annual budget that provides over 235,000 meals each day to students and staff, making it the sixth largest feeding program in the country.
